I don’t know if I get you the right answer.
If you are looking for a CMS based on PHP, your best bet would be Drupal, Joomla, and WordPress. These three are the top of the opensource market right now. Drupal won the first PACKT award last year while Joomla came into the second. Although WordPress is not a full-blown system, but it would be good enough to make a stylish website.
BTW PHP-Nuke is so out date now.
