How can i create a show with the same graphics as looney tunes like the same old style background and characters and voices and stuff

Get paper, pencils, pens, a camera, voice actors, colors, and then get cracking.

You might get into trouble with Warner Brothers for that as they own everything pertaining to Looney Tunes.
