each CMS is going to have a slightly differnt standards.

The best way to start is to, being with modifying an exsiting theme for the CMS.

Besides graphics you’ll need to know CSS and probably some html. xml and maybe even a bit of php.

Each CMS will have its own quirks, so it’ll probably be best to start with an existing template for that cms. It’s mostly just going to take some working with it to learn all the ins and outs.
